Andhra Pradesh government has notified that Andhra
Pradesh Capital Region Development Authority Act, 2014 has come into effect
from Dec 30 2014.
The capital authority would have an area spread over
7068 sq.km as the capital region and the main capital broadly within 122 sq.km
under its fold for governance.
Apart from notifying various mandals and villages
that form part of the capital region, it has identified 25 revenue villages
located in Guntur district on the west of old national highway from Prakasham
barrage to Mangalagiri to form part of the capital.
Andhra Pradesh Capital Region Development Authority
has been constituted and the existing Vijayawada-Guntur–Tenali-Mangalagiri
Urban Development Authority shall cease to exist with immediate effect.
State Chief Minister would be the chairman of the
authority with the minister for municipal administration and urban development
as its vice chairman. Other members include State Finance Minister, secretaries
of some of the departments among others.
The State Assembly passed the bill in the winter
session. The act provides for creation of a capital region development fund
with a seed capital of Rs. 1000 crore for administering the Act and creation of
a revolving fund of Rs. 250 crore for the authority to perform the functions
under the act.
The authority would have the mandate to ensure
planning, coordination, execution and funding for planned development of the
capital region. Apart from managing and supervising urban services in the new
capital, it is proposed to improve the quality of life by providing quality
infrastructure.
The State Government had earlier enlisted the
services of Singapore Government to provide a master plan for the proposed
capital.
